Children's clothing is one of the most regulated product categories in the apparel industry, and the zipper sits squarely in the scope of several overlapping regulatory frameworks. A zipper is a functional component with small, potentially detachable parts, metal content, and dyed textile surfaces — all of which attract regulatory attention. Manufacturers sourcing zippers for children's garments need to verify compliance across multiple requirements simultaneously, not just select an aesthetically appropriate product.
REACH Regulation: Restricted Substances in Zipper Components
EU REACH Regulation 1907/2006 restricts numerous substances in articles placed on the EU market. For zippers on children's clothing, four areas require specific attention.
Nickel (REACH Annex XVII, Entry 27)
Nickel release from metal parts intended for prolonged skin contact is restricted to 0.5 μg/cm²/week. Metal zipper components — sliders, teeth, top stops, bottom stops, pull tabs — all have the potential for skin contact on children's clothing. The requirement applies to any part of the zipper that can come into direct and prolonged contact with skin during normal wear.
Specify nickel-free metal components, or components verified by test to release below the nickel limit. Request the test report from your supplier — a supplier declaration without supporting test data is not sufficient for regulatory compliance purposes.
AZO Dyes (REACH Annex XVII, Entry 43)
Certain azo dye colorants are prohibited in textile articles that may come into direct and prolonged skin contact. Zipper tape is a textile. Specify AZO-free dye processing for all zipper tape on children's clothing and request the dye declaration from your supplier.
Phthalates (REACH Annex XVII, Entry 51)
Phthalates are used as plasticisers in PVC and other polymer materials. Restricted phthalates (DEHP, DBP, BBP, and others) are prohibited above 0.1% w/w in toys and childcare articles, and subject to restrictions in textiles. Pull tab cords in soft PVC and other soft plastic elements should be verified phthalate-free.
SVHCs (Substances of Very High Concern)
The REACH SVHC candidate list is updated twice yearly. SVHC content above 0.1% w/w in any article creates disclosure obligations. Request an up-to-date SVHC declaration from your zipper supplier, and specify in your purchase order that the declaration must cover the current candidate list version.
Choking Hazard and Small Parts Requirements
For children's clothing in the EU, the General Product Safety Regulation requires that foreseeable hazards for the target age group are assessed and mitigated. For clothing, small parts that can detach represent a choking hazard for children under 3 years.
The test cylinder method from EN 71-1 (toy safety) is widely applied to children's apparel components by analogy: any component small enough to fit into the test cylinder, once detached, is considered a small parts hazard for children under 3.
Pull tabs, decorative elements attached to pull tabs, and any small exposed components must be assessed against this. For garments marketed at children under 3, the design must not include pull tabs that can be detached with foreseeable child-level pull force.
Pull-Off Force Requirements
The relevant test for attachment strength varies by buyer testing protocol, but common requirements specify that pull tabs and decorative elements withstand a pull-off force of 70–90 N without detaching, using the test setup defined in EN 71-1 or equivalent. Request test reports from your zipper supplier confirming pull-off force for the specific pull tab design and slider connection used in your specification.
Do not assume that because a pull tab passes on one slider model it passes on all — the connection geometry varies between slider designs.
EN 14682: Pull Cord and Drawstring Requirements
EN 14682 governs cords and drawstrings on children's clothing. Its requirements apply specifically to cord elements that can create entanglement or strangulation hazards, and the standard's scope includes functional pull cords on garment components.
Zipper pull tab cords — longer decorative cord elements attached to the pull tab — may fall within EN 14682 scope depending on their position on the garment, the age group the garment is for, and the cord length. The standard specifies maximum cord lengths by garment zone and age group.
For fashion-influenced children's designs where a long pull cord is an aesthetic feature, verify EN 14682 compliance before confirming the specification. Cord length limits are stricter for garments intended for children under 7, and strictest for children under 3.
Needle Detection
Children's clothing sold through major retail chains is routinely processed through automated needle detection systems. Standard metal zipper components contain metals that will trigger needle detectors — this is expected. The practical requirement is that the detector is calibrated to allow for the known metal content of the specified zipper, so that the detection threshold catches contamination (broken needles) without false-positive rejection of correct components.
Inform your zipper supplier that needle detection is a requirement when placing the order. Request documentation of the zipper's metal content by component so your quality team can calibrate detection thresholds appropriately.
Compliance Checklist for Children's Clothing Zippers
Before approving a zipper specification for children's clothing production:
- Nickel-free metal components, or nickel release verified below 0.5 μg/cm²/week with test report
- AZO-free dye declaration for zipper tape
- Phthalate-free declaration for plastic and soft-polymer components
- SVHC declaration at current candidate list version
- Pull-off force test report for pull tab and any decorative attachment
- EN 14682 compliance confirmed if pull cord is present
- Needle detection calibration data from supplier
